A SHORT TIPS ON PROPER LOOK-OUT AND SAFE SPEED
A proper lookout and safe speed are key factors in most navigational incidents. Both of them are closely linked because the situation at sea is constantly changing and what is determined as safe speed will change with circumstances sometimes very quickly. Their importance is emphasised by the International Regulations for Preventing Collisions at Sea (COLREGS),where reference to these two factors comes before all steering and sailing rules. For COLREGS to work effectively, a proper lookout and a safe speed are essential.These are some of the key points to keep away the navigational accidents to occur.



 ·  A proper look-out:Every vessel shall at all times,maintain a proper look-out by sight       and hearing as well as by all available means appropriate in the prevailing circumstances   and conditions so as to make a full appraisal of the situation and of the risk of the collision.
·  Key points of look out rule:1.Look out personnel to dedicate himself to lookout duties                                                    only
                                             2.Be alert to other navigational hazards and abnormalities.
                                             3.Report sightings to the Officer on watch.


·        Safe speed:Every vessel shall at all times proceed at safe speed,so that she can take a proper and effective action to avoid a collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.
·        Key points of safe speed rule:1.Every vessel to observe reasonable and appropriate                                                           safe speed
                                                2.Continous appraisal must be made to maintain safe                                                            speed.Factors to appraise must include:
                                                        -Visibility
                                                        -Traffic Density
                                                        -The weather
